First Responders

An organization with specialized training who is among the first to arrive and provide assistance or incident resolution at the scene of an emergency. In the framework of financial exploitation this may be an individual or organization, like Adult Protective Services, Law Enforcement, Nursing Homes, or financial institutions that are the first to notice and act upon signs of this abuse.
